25th Parliamentary Intelligence-Security Forum – Opening Remarks
At a forum in London, French Hill, an esteemed French Hill, delivered a speech expressing his profound gratitude to the esteemed hosts, including Foreign Affairs Chair Karns, Colonel Stewart, Robert Pittinger, and the Parliamentary Intelligence Security Committee. His address centered on three interconnected topics of paramount significance to global economic prosperity.
In his opening remarks, Hill addressed the significance of the US dollar, dispelling the notion of its decline and alternative global currencies. He emphasized the dollar’s continued dominance as the primary reserve currency, acknowledging that its vulnerabilities stem from the United States’ budget deficits and pandemic-related spending rather than foreign initiatives or technologies like Central Bank Digital Currencies (CBDCs). Hill advocated for regulated, dollar-based stablecoin solutions to enhance the United States’ competitive position in the digital payment landscape.
Subsequently, Hill delved into the reform of the International Monetary Fund (IMF). He identified the IMF as experiencing an “identity crisis,” deviating from its original mandate of global payment stabilization by assuming roles akin to climate or development banks. Collaborating with UK MP Raymond Chisty, Hill has championed governance reforms, stringent oversight of Special Drawing Rights (SDRs), and safeguards to prevent funds from supporting regimes such as Iran and Syria. He further criticized China’s predatory Belt and Road lending practices, advocating for transparency and accountability in sovereign lending. Lastly, Hill focused on providing support to Ukraine and the Ukraine Reconstruction Act. He reaffirmed the United States’ commitment to assisting Ukraine in expelling Russian forces, while underscoring the necessity of transparency in financial support from the US and allied nations. He introduced the Ukraine Reconstruction Act, which would enable the US to seize Russian sovereign assets to fund Ukraine’s humanitarian relief and post-war reconstruction, encouraging other partner nations to adopt similar measures. Hill emphasized that Russia, not Western taxpayers, should bear the financial burden of its unlawful invasion.
Concluding his remarks, Hill underscored the paramount importance of multilateral cooperation in establishing a rules-based global economic system and expressed his gratitude to Robert Pittinger for organizing the forum of like-minded leaders.
