25th Parliamentary Intelligence-Security Forum – Technology and Innovation: 5G, Artificial Intelligence and Quantum Computing

J.C. Boggs, a Washington-based attorney, engaged in a discussion on the evolution and ramifications of artificial intelligence (AI). He traced its origins to the 1955 Dartmouth Symposium, emphasizing its early application in NASA’s Mars rover program for soil type identification. This application eventually paved the way for facial recognition and other computer vision applications. Over the past decade, AI has experienced rapid advancements due to the availability of vast amounts of data and the development of faster and more cost-effective processing capabilities. Consequently, generative AI tools such as ChatGPT have become accessible to the public, exhibiting the ability to pass bar exams, compose academic papers, and even interpret neural patterns in the human brain. While AI presents numerous advantages, including accelerating scientific research, enhancing healthcare through expedited drug development, optimizing data-driven decision-making processes, and bolstering national security operations, Boggs identified significant risks associated with its development. These risks encompass bias amplification, the generation of false content, job displacement, legal challenges related to authorship, and the opacity of algorithms. Boggs underscored that governments globally are actively addressing these challenges through policy and regulatory frameworks. He cited over 40 AI bills in the U.S. Congress, the Biden administration’s international AI standards, and Europe’s proposed AI Act as examples of these efforts. Furthermore, Boggs highlighted the strategic implications of AI in national security, referencing China’s integration of AI with nanotechnology to develop autonomous and potentially unpredictable weapons as part of its asymmetric warfare strategy. This illustrates that AI is a transformative technology with profound consequences for society, security, and global power dynamics.
