30th Parliamentary Intelligence-Security Forum – Opening remarks

The Honorable David Rivard began by expressing his appreciation to all for coming to El Salvador and acknowledged the diversity of parliamentarians following the forum. He highlighted that he had only recently learned about the Parliamentary Intelligence-Security Forum, noting the broad interest among participants in understanding El Salvador’s “secret formula” for progress.

He emphasized that the country’s achievements are rooted in the leadership of a few exceptional individuals whose vision has inspired national transformation. He noted that President Nayib Bukele’s leadership, along with that of the Speaker, the Minister of Justice, and Admiral Merino, has motivated both government officials and the wider population, particularly during elections.

The Honorable David Rivard encouraged attendees to engage directly with ordinary Salvadorans, even late at night, to personally experience the country’s sense of security and the population’s optimism. He highlighted that genuine change comes from leaders adopting a moral commitment to the people they serve.

He concluded by expressing gratitude and enthusiasm for getting to know the forum’s participants personally.
